Governor Sir H. Blake to Mr. Chamberlain.--(Communicated by Colonial Office October 10.)

C.

229 Hong Kong, October 8, 1890.132

(Telegraphic.) P.

BODY of rebels, about 1,000 in number, attacked Shawan, which is between Kwaichow and Mirs Bay, on the 5th instant, defeating 100 Chinese troops, of whom 36 are reported killed. Reinforcements are being sent from Bogue forts, as Chinese force at Shamchun is insufficient to cope with rebels, who are now reported to number about 5,000, and have retired to Sanmartin, all the roads to which are guarded by them. They are enlisting men, seizing arms, and levying blackmail, but no plundering; supposed to be a rebellion and not anti-foreign. They are well armed with modern rifles. The Basel missionaries have all come in from Li-long; one remains at Chonghankan, who says that he is safe and does not wish to leave the place. The movement may assume very large proportions if the augmented Chinese forces prove unable to disperse the rebels. Her Majesty's ship "Handy" is in Mirs Bay. I am watching events closely, and hold forces ready to protect frontier if required; but I do not at present apprehend violation of our territory.
